How do i use the second remote?

i have a VIP722 dvr Dish network reciever and it came with 2 remotes u r supposed to be able 2 use 2 remotes 2 tvs one reciever... the second remote controls the first tv and the 1st remote doesnt do anything... how do i Set it up?
