How can child welfare services say thatt a pregnant person is emotionaly unstable?

Ok well let me start out by saying that I had a case worker from Child welfare come visit my house today and I'm so terified. My husband is in the military and he called the cops and said that I hit myself in my tummy. I'm 7 months pregnant and I have no reaon or excuse to do that. Anyways well I had a lady come to my house really nice at first and was asking questions and everything. Then she left went and talked to my husband and came back with a piece of paper called a safety plan. On the paper she said the safety issue was that mothers emotional stability seriously impairs her ability to supervise,protect and care for my child. I have a 2 year old and I'm pregnant. That was the safety issue i guess. Then on this same sheet of paper it says plans/serices for saftey factor. It says that i have to stay in the state. That husband had to go to every prenatal appointment and mother has to get a refferal for mental health services, parents agree to go to a new parent support class, last thing it says that no name calling or hitting each other. So I'm confused what If i dont do what this sheet of papaer says? plus my husband isnt allowed to talk to me because of his chain of command so how are we suppose to sort out any issues if we can't talk? can they really expect me to not be mad at him and cool down when i can't express my feelings towards everything? How do they determine that i'm unstable?
